Attribute level only affects the damage from the staff, so if you want to wand stuff, meet the requirement. Customizing will increase the damage further. If you don't care about the damage from your staff, then neither the requirement nor the attribute matter. None of the weapon upgrades or bonuses for a wand or a staff are affected by requirement, only the damage from it.

no it doesn't matter, as you say as long as you have the requirement of 9 in whatever then you will deal max damage and gain the max energy from the staff.

If you add attribute-specific upgrades to the staff, those will only affect the staff's requirement attribute. For example, if you have a req 9 illusion staff and you add an Adept Staff Head, it will only reduce casting times of illusion spells.

Doesn't matter as long as you meet the specific requirement. And since you're a caster, it won't even matter half the time - that's why people can sell caster weapons which are req12, etc. because the requirements are for the damage. Casters don't worry about the damage from, say, a voltaic spear, because you're not there to spearchuck, and you'll get the full bonus from the mods anyway.

If you have a focus, though, you want to make sure you meet the requirement for that +energy. :P

On staves, the energy you get from them is not dependent on meeting the requirement. The req only affects damage, so not meeting it is usually not a big deal.

It depends on what attribute line you wish to affect.

Example: build is part Inspiration; part Domination - which skills do you want to be affected by HCT and/or HSR? Pick the staff that will suit your build.

HSR on a staff affects all spells of any attribute.
